PSC Fines Increase
The fines levied against contractors for not calling in locates has increased from $500.00 to $1,500.00. In some cases, the fine can be reduced if violators attend a certified Damage Prevention Course. At present, GUCA is the only source for this class. If you receive a notice from the PSC, you are urged to respond. This may be what keeps your company from being fined!

PSC Ruling On Master Contractor
The Georgia Utility Facility Protection Act (GUFPA) is currently being interpreted with the following three scenarios: 

Scenario 1 - If a General Contractor (Master Ticket) calls in locate tickets to the Utilities Protection Center (UPC) for all sub-contractors working under them, the general will be held responsible for all work performed by subs.  He said this is not good for the master, but good for the sub; however, both can be held responsible for damages.

Scenario 2 - If the Sub-Contractor calls in their own locate ticket to the Utilities Protection Center (UPC) and works under the ticket, sub-contractor is held responsible for all work performed.

Scenario 3 - If a Sub-Contractor does not get a locate ticket, even though they assure the General Contractor (Master) they did, all responsibility goes back to the General Contractor because there is no proof of a locate ticket being called in to the Utilities Protection Center (UPC).
